The Chief Executive of Central Bedfordshire Council, Richard Carr, has been appointed the Senior Responsible Officer for the Bedfordshire, Luton and Milton Keynes (BLMK) Sustainability and Transformation Plan.
Richard, who had previously acted as deputy lead for the programme, was invited by NHS England to take up the role after Pauline Philip, who has led the BLMK STP since March 2016, became the national lead for Urgent and Emergency Care in April.
Along with the role of Senior Responsible Officer for BLMK STP, Richard is also the Executive Lead for the multi-agency Chief Executive’s STP Steering Group.
The chief officers of each of the 16 partner organisations meet weekly at the STP Steering Group. The STP Steering Group is not a statutory decision-making body in its own right because the STP is not an organisation, rather a collective of existing organisations. All partners have equal opportunity for involvement and are provided with the same information on key issues, plans and proposals.
